Kelly A. Clark, Ph.D., is currently the Program Director for Transition and Education Programs and a Senior Extension Associate at the Yang-Tan Institute on Employment and Disability. She currently serves as the Director and Co-PI for the Transition Technical Assistance Partnership at YTI funded by the New York State Department of Special Education. She also serves as the Co-PI for the Community of Practice: Re-Entry for Justice-Involved Youth with Developmental Disabilities project funded by the New York State Developmental Disabilities Planning Council. Kelly also teaches courses in Disability Studies within the ILR school and she was an engaged faculty fellow for the 2018-2019 academic year.
She received her Ph.D. in Special Education with a focus on secondary transition for students with disabilities from the University of North Carolina at Charlotte in 2018. During her doctoral program, she worked as a graduate research assistant with the National Technical Assistance Center on Transition funded by the Office of Special Education Programs (OSEP) and Rehabilitation Services Administration (RSA). In her work with NTACT, she assisted in providing national professional development and technical assistance, creating products, presenting at local, state, and national conferences, and assisted in literature reviews focused on evaluating evidence-based practices for secondary transition.
Kelly has a Masters in School Administration with a focus on curriculum and instruction from UNC Charlotte and holds both a Principal I and Curriculum and Instruction Specialist licenses. She has eight years of teaching experience with a dual certification in special education (i.e., K-12 general and adapted curriculum) and general education mathematics.
Kelly is passionate about addressing the research-to-practice gap and her research has focused on the development of a curriculum to teach employment soft skills, instruction in self-determination and self-advocacy, evaluating evidence-based academic practices for secondary students with disabilities, and effective professional development practices. She has also worked internationally in Zanzibar, Tanzania to assist in inclusive education efforts for individuals with disabilities as well as providing professional development and training for administrators, teachers, and midwives.
